Central Government's Initiative for Business Reform
The Central Government is preparing a comprehensive 23-point template aimed at reforming and deregulating various sectors including land, labor, utilities, and permits at the state level. This initiative is designed to simplify the operational landscape for businesses across the country, making it easier for them to thrive.
Taskforce on Deregulation and Compliance Reduction
Spearheaded by a taskforce on deregulation and compliance reduction, led by cabinet secretary TV Somanathan, the move follows Prime Minister Narendra Modi's call for state-level reforms. The taskforce is exploring ways to introduce a single window clearance mechanism for companies, reduce the need for inspections, and streamline the issuance of no-objection certificates without the necessity of inspections, which often cause delays.
Proposed Changes and Technological Integration
The committee is also considering procedural changes and the increased use of technology to minimize the need for physical visits to government offices. Proposals include extending the validity of permits and licenses to save time and introducing self-certification and third-party certification to simplify processes for businesses.
Focus on Land and Labor Regulations
Addressing concerns related to land, the panel is looking into deregulating land use changes and making the alteration of floor area ratios more transparent. For labor regulations, the taskforce is examining ways to provide greater flexibility in working hours and overtime within the existing legal framework, aiming to make it easier for women to work by ensuring flexible and suitable working conditions.
Sharing Best Practices
The plan includes sharing best practices already being implemented in some states, with the aim of standardizing these reforms across the country to foster a more business-friendly environment.
