The Party chief outlined Vietnam's ambitious goals of becoming an upper-middle-income country by 2030 and a developed, high-income nation by 2045. He stressed the country's commitment to facilitating investment through institutional reforms and achieving net-zero emissions by 2050. A stable and clean energy supply is deemed essential for Vietnam's economic expansion, with the government refining its legal framework to attract energy investments.
